Posted in another thread, but seems this issue is affecting a small number of people. Ranked should be unlocked now via the onboarding quests rather than level (but it's weird that it's relocked for you). Could you let me know what your ingame name is please, in order to determine if it's account based.

May be that those affected have performed very specific actions.
