There currently isn't an in-game deck editor but you can open decks (.dck) with any text editor (f.e. notepad).
I suggest going to the decks folder and copy a deck there, then open it up and change anything you want. (keep in mind that the brackets, quotes, etc have stay in place.)
To get a list of all the cards you can take a look at the "Card Renders" folder within the decks folder. It contains an image of every card currently available (226 at the time of writing, and growing rapidly).
It's all a bit finicky at the moment, but should work for now :)

This version will luckily never disappear as players can host their own servers to play games. (like cs:go and similar old-school titles). So nobody can "shut the game down" or "stop the game from running" as with the original :)
But please join the community if you want to help building this game up again or join a tournament. That stuff can only exist for as long as people are interested!
