Ouch! That's definitely not how it's supposed to run! I think you're running at about 10 FPS.
The game runs ok on my 10-year old MacBook, so you should have enough horsepower to run it.
Since it's a laptop, I would do two things.
1) Update your video card drivers
2) Check your laptop graphics settings to make sure it's not running in "Power Save" mode or anything that slows down the video card to save power.
If that doesn't work, try turning off shaders and turning on compartibility mode in the options.
GTA 5 works fine, BF1 is fine; heroes & general too.
Diablo3 max setting works perfect too
Nvidia experience says driver are up to date.
Power save is off on GeForce Experience and windows setting is "max power over battery save"
I will try to turn shaders off as you said, I don't know what else to do

resolution to 1600x900 -> same
compatibility mode + shader off =>> same
That sucks. I've no idea what could be causing that. It's never happened before, that I know. :(
The only thing I can offer is a refund. Sorry! I wish I could reproduce the problem on my end.
