TLDR : ignore this and check my second post
I don't know if it'll help, but I had what I think is the same issue as yours (the game takes a while to load, navigating in the main menu takes up to 20 seconds, and joining a coop game is so slow that the other player's game disconnects me).
Here is what I did to fix :
- Check local files through steam, it should say that 1 file is missing (normal according to the devs website)
- delete / reinstall the game
- reinstall directX AND vc_redist with the .exe from the game folder (maybe overridden by your 16) point when you say everything is up to date, if you installed newer versions of these 2 after using those provided by the game, it might cause the issue)
- perform a clean new install of my GPU drivers ( by ticking "perform new install" during the process, since you also have a nvidia gpu. even if yours are up to date, it might help)
- reboot
I don't know what fixed the issue exaclty, but after doing this my game could run normally
My friend didn't have any issues with the game despite also running Windows 10, same as your laptop

I actually retried to play the game today and I had the same problem again, so ignore my previous post.
However, I have now found the issue (but can't explain it), it's an audio bug. When I sucessfully ran the game after my previous post, I used my speakers. But when I had the issue in the first place, and also today, I used my headset.
I made sure by playing with and without it and I confirm that it's where the issue came from, at least on my setup. I use a soft called soundswitch to switch the default output device in Windows between the speakers and the headset, and the problem only appears when the headset is set as default device. Go figure :} Now to dig if the audio drivers are at fault...

I'd tried alllll the other fixes I came across, ran it as admin, various compatibility mode settings (win xp, windows 7, etc) i removed the devices i had plugged into my monitor usb ports, i uninstalled all the mods, tinkered with the audio devices, i did everything short of reinstalling windows, and then when i'd given up I decided, on a whim, to try one last thing that didn't even make any sense: i have all my games on my main library on my x: drive, so i installed it on a library i have on my z: drive instead. it fired right up, no delays at all at the initial menu, the load menu, or anywhere at all.
I started removing USB devices until the problem stopped. I think it was a wireless mic USB receiver that finally unlocked the delays.
I suck, I fixed the issue but forgot to come back and report on it. The problem was corsair's CUE software, if i shut down the service before launching the game or unplugged my k95 and then plugged it back in once i was in game then it worked fine.
If your headset software has software that manages it, like profile switching and stuff like that, try completely killing the process and any services associated with it and see if you can run the game.
1. I updated my NVIDIA drivers
2. I uninstalled NVIDIA Geforce Experience
3. I went to Task Manager > Startup. Then I disabled. iCUE, DAEMON Tools, and Dropbox.
It can be a game update, it can be a windows update, it can be the latest NVidia driver for God of War. I don't understand what is going on, but I'm not particularly surprised.
Anyway, if someone finds a final fix for it, I'll be watching.
Do you have CUE software installed, or any other software like it that does profile switching? If so try completely killing it (process, service, all of it), or unplugging the related device THEN launching the game, then plugging it back in.
I've checked for any processes that are related to my headset & can't find anymore, but the issue persists.
I'm not familiar with your headset but the instructions say there's some EDIFIER software to install, do you have that? It's possible something may have automatically been installed via windows update too. I know I had to manually stop the cue service for my corsair headset, so maybe check through your services and see if there's something that's related to your headset.
I get a loading screen between levels that's about 30 seconds, but that's an improvement over the 5+ minutes I used to get
