I don't know what you mean by getting something "free" for "1k," but the new round of free decks are from the faction introductions, as before. I don't remember any decks being as cheap as 1,000 Gold, unless they were commons-only, as that would make them extremely-valuable Rune Forge fodder. And the commons-only decks were back when SOE ran it, and even they weren't free...
As for recreating them, if they're not on the forums, perhaps the devs have access to a deck list, but if this was from more than a year ago, it's likely all of those Runes are quite different, now.

it has been about 9 months or so since I last played. But hte decks I was refering to was the battle group decks, like moga pile, ooze storm, skeezick rebellion,the yeti deck, etc etc. Before they didnt give you access to the runes, just a pre assembled deck of some rather nice cards that you could not edit. I see now that you actually get the card in question when you finish a tutorial run.
