Full-screen - avoid the (buggy) Windowed mode.
1920 is fine. More important to check that the frame-rate holds strong.
If the CPU is handling it well then can proceed without issue.
Stutters may require a reduction in Shadows, Weather, and Particle counts.
V-Sync may help - depends on the build.
Deleting the Settings.txt files in Documents > My Games > Runic Games > Torchlight II > Save folders can also help.

I use laptops for the mobility. Not ideal in some aspects yet some games can be made to function with some changes.

I played this game on a laptop for years, and whenever my desktops cease to function I still pull out my laptop to play the game until the desktop is fixed or replaced. However, I've always hooked up an external mouse.

What kind of desktops are you using, lad?

Use the same resolution in the game as your desktop, up to 720p for the best performance of all mods :)
