I put this answer in the TL1 forum where you first posted this question, but I'll repeat it here:
If you are trying to load old characters, it's possible that they require different mods, or a different mod load order. That can crash the game. Some mods will be bound to characters (I think that's the right term). There is a mod to unbind them. From my files on the topic:

I would add that before deleting the modsave folder, you might want to copy/paste it into a different, safe, place.
If that one mod works, then add another mod and do the same. Keep adding mods until you find one that breaks the game, and then you'll want to check that mod's Workshop page and see if anyone else is having issues, and check for when the last update was, etc.
