i launch the game and it immediately the game, launch it second time it wont even show the process in htop

Within Steam; right-click the game's name on the left side and clicking on Properties then Verify Files.

Separately; within Documents > My Games > Runic Games > Torchlight II > Save folder > delete the settings.txt file.
