Should be same, except you don't have to configure port forwarding in the router, and when you start the server, select LAN instead of internet. People can join using the LAN tab of the server browser. If you're looking for the Half-Life Dedicated Server, it's under tools in the Steam library. But you can also start TFC and create a server there using the main menu.

Warning: Uninstalling the Half-Life Dedicated Server might delete some files. This was a long time ago, so maybe It's not an issue any more.

Have you tried running HLDS in console mode?

I also saw a bat or cmd file which creates "steam_appid.txt":
