The native version wont open for me though.
The DNS server IP might have to be changed in the router's or in the client's (PC) network settings, depending on how the network is set up. I suppose in doubt you can change the DNS in both.

2nd tip from same source (thanks Nihilist):
Install Wine fully with all modules, download from WineHQ, not through the repository, and use WineTricks.
This is probably a problem in proton, maybe it is making an incorrect sys call
Just out of curiosity, why are you using the Windows version via Proton instead of the native Linux version?
The server list works flawlessly for me on the stable branch of Debian GNU/Linux with the native Steam app from the repository[packages.debian.org].
