There is a double dodge/air dodge orb. Maybe you haven't encountered it as yet.
Too bad that the moveset for all 3 characters is so lackluster. I've put over 140 hours into Streets of Rage 4 and still find it engaging, but after roughly 3 hours with this demo, I am already bored with the combat. What is there is pretty good, but it desperately needs more variety.
Basic combo
Back move
Air move or combo
Direction air move
Maybe a third air move
Special, move special, jump special (2 of each of these btw)
2 different star moves
And on Adam specifically his charge move is different to his combo finisher
And grab combo
And grab throw
And grab jump, which for Max has 2 more moves behind it
And grab from behind
And maybe grab special too
And down special in the air on Shiva
2 blitz moves, too
You can remove like 60% of a random dudes movelist entirely and they still have more options than you get in this
There's also Overrider that falls into the "impressive but wow this is poorly designed" list, since the devs completey changed how the games structured like 3 times in a row, leaving it currently in a mess. Still, a single body in Overrider has more variety than any character in this.
There's also Rushing beat X coming out which has really fun movesets but the demo was far too easy,
SPark Hunt demo was also good but the devs seem radio silent.
And Dancing Diva's seems funny at least.
Sadly most brawlers seem to sit in eteran unreleased dev hell
