Globally, water is added between -20 and 10° as planet average temperature (you can see it in the temperature chart)
If you really wish to know if there is still more underground water to come, you can check the debug infos with F9. You'll see a "waterEvap = X / Y (Z total).
Z is the total water in the world (depends only of the planet start option - by default 300k).
Y is how much is ready to evaporate, at the current temperature (it will increase when temperature increase, until it reaches Z).
X is the water that has currently already evaporated and has joined the water cycle (rivers, oceans, clouds). It automatically increases with time until it reaches Y
