It could also be your weapon. For example, one boss I was using the Glaive Booster and was getting destroyed. Switched to a different weapon and won on the second attempt.
Personally, I'd expect someone who grappled with a boss for hours and finally cleared it by any means, then played the rest of the game even using a Specter for every fight, to still have an easier time on a successive fresh file. That's plenty of exposure to the moveset and general gamesense to boot.
Are you using the same weapons/p-organ loadouts? Those can be pretty significant.
Like the first time I played, I went without the double-dodge one the entire game xD
DLC is definitely a step up in enemy HP/Damage.
I don't remember them changing anything about the policeman but I might be wrong
