it should drop into your inventory after a certain boss fight. even if you buy the dlc after you've beaten the game (but without starting a ng+), it'll drop into your inventory (this is they way i did it the first time).
after which point, activating it will add a marker to the fast travel selection, so you can't miss the star-gazer (i think there's even a trail leading from the starting star gazer to the dlc one).

I've already done so. I've beat the corrupted parade master, and then repaired the hotel star gazer.

It hasn't nor have I gotten the DLC notification after repairing the hotel gazer. I've tried to go to the DLC star gazer and it says i cant like use it yet. I've gone to other star gazers, reset my game, but nothing yet.
