Problems with Strong as an Oak

I'm trying to complete the Strong as an Oak job, but the yeast (San Diego Ale) is refusing to work.

The yeast temperature is 20 degrees, so nothing extraordinary there, but for some reason it just doesn't work. I wait for 26 days and the beer is unfermented and has no ABV.

I've tried buying a heat pad and setting the temp slightly above 20 (e.g. 20.1), but that also doesn't work.

Any else encountered this?

Ok, so I worked out a fix for this - Instead of using the stainless steel fermenter I transferred the wort into the basic fermenter then re-added the yeast. It worked fine. Seems like the stainless steel fermenter is bugged.
