You can add custom notes, but me for whenever I try to add a custom note the recipe just closes without saving. It's massively glitched and I hope it gets some attention in a future patch. Still nothing from the last as far as I can tell.

This last patch broke the recipe editor for previous saves. You cannot create a recipe and add any ingredient higher than an ounce.
It will load with the default 1.1lbs but if you edit it, it will reduce it to less than an ounce.
I have submitted a ticket and mentioned it in the bug section. But it has been silent so far. Shame, because I was enjoying the game.

I had that problem before the last patch while editing the name of the recipe. If you clicked "Submit" with your mouse, it would close and not save. If you hit <Enter> and then <Spacebar> it would save. This was the only work around I found.
