I know some would be able to answer you just by the job's title, I can't as I don't recall neither of the jobs names nor their requirements. (specially since some can get lost in translation due to localization.)

So either summerize it or add a screen of the job for faster answers.

Ok you need to use (caps for emphasis, not shouting) WAY LESS grain (or malt extract for that matter) to lower that ABV.
Also, don't add sugar before conditionning (as long as you don't need carbonation levels as well) as it will add more sugar to raise again that ABV.

You can also brew, ferment, then finish the beer, dump some off and replace with water before tasting to lower abv
