I found the solution. Phasmophobia has been having the same issue and someone posted a solution there.
Go to your steam directory, and find openxr_loader.dll in this folder:
Steam\steamapps\common\Brewmaster\Engine\Binaries\ThirdParty\OpenXR\win64
Delete it or rename it to something else (I use openxr_loader.dll.bak, in case it's needed in the future). This resolved it immediately for me.

thanks, i knew i remembered the solution being to remove a certain file from having this issue with a few previous games, just didnt remember exactly which one
