I'm already played into Final Battle but still didn't have access to those 2 place

How to go inside Strip Parlour?
where is the owner?

And the Underground Waterway door can't be opened with magic key
How to open it?

there is a key in Poire Mansion, I think: in the teddy bear. I can't get past the fairies in the waterway, though...
