I have seen the neutral squads get into fights with them quite often as they wander between buildings, all it takes is them wandering into a building or a few the infected are hiding in to eventually get wiped out.
That or the same thing could be happening if they run into raiders, especially with most of the neutral squads I see only having machetes and rarely any guns.

I usually send a squad to baby-sit these neutral survivors.
Sending around a two vehicle patrol, is also a good way to spot these wanderers early before they're killed off by the constant horde presence, or rowing bands of raiders.
and in the early game they just straight walk in the enemy makes no sense
As far as I know, the current default population cap is 800. Once reached, no new children will be born, but it's possible to exceed this limit by recruiting yellow neutral survivor squads through radio calls or random encounters. Currently, hostile raider squads, yellow military convoys, and yellow merchant vehicles are spawning normally.
