Kagura remove the content and "fail" to mention it on the Steam Page to be safe from the Mature flag and get more sales. I'm pretty sure 100% of their games are hentai and they have patches on their website to unlock the full content.

She's a gladitor slave... making her wear sexy outfits and her being unable to refuse is the whole point. It's even mentioned in-game that the armours are cheap and shoddy by design.
