If you do that, does it give you an error about X3DAudio1_7.dll and Xapofx1_5.dll by any chance? Or any other error?
(Just for the record; that is not a good way to start the game if you want to play for real, as several features on the Oxbow map will not work. But it's just to see if you get an error message that Steam is hiding.)
If you keep getting that error after trying that; then somehow DirectX still didn't get installed properly.
What I did was to find a DXSETUP.EXE that was already on my computer and run it. That did not work however. Downloading it from the microsoft and running it as your post suggest did fix it however. Thanks friend.
