I haven't tested this outside of the East Wind campaign but it seems like I'm unable to equip or even pick up CSAT Fatigues. My fatigues slot turns red and won't accept the fatigues when I try to drag them into the slot. Worse yet, when I try to take the fatigues off a corpse and put it into my backpack, the fatigues will disappear off the corpse but won't appear in the backpack, as if they were deleted from existence. I don't know if being unable to equip enemy fatigues is intended or not, but the fact that they get deleted entirely when you put them into a backpack definitely isn't.
