That's the neat part. You can't.
You have to download the Tumorous that is NGS for you to be able to download and play the actual PSO2.

Yep. Mind boggling to make it harder to play your game. Took them 12 years to bring it to the west. Then they kill it almost immediately with PSO fortnite AKA NGS

Not really, they didnt know it was going to "kill it" and in the paper its actually a good idea to make both games be like that so people can still use their old things, play both games so they dont need to shut down PSO2(and they 100% was going to shutdown pso2) and they can keep re-releasing cosmetics, but the problem was a bad design game and it was rush to be released as soon as possible to try and grab the genshin/zelda hyper, that's the problem with all games that chase after trend, over and over again we see this happening!

Urgent Quests are still around, they just occur randomly instead of on a schedule.
But yeah, Mission Pass and concerts are missing.
And they didn't even fully localize it.

You wanted to start at level 100 with full gear? That would be an expansion/dlc. NGS they were clearing going for a new game where you start fresh with a new system, that's why you can use some of the endgame weapon in NGS!

I did not play PSO2 at release, but from what I play after NGS to get all the achievement and SG, everything is in the game, what its missing is all the time content like LTQ/mission pass/concert and so on

Rinser only drops from the brutal "if anyone dies you lose" version of the last boss, who has a gocha attack and form that only appears in that one fight, and the fight takes so long that if you lose late, you only get one more chance, assuming anyone is even playing. On JP, that was your bread and butter endgame series farmy weapons.
It also drops from timed exclusive content, though, which is where the design expects you to grab them from.
There's also the fact that Mission Badges are completely absent, removing the entire Mission Badge Shop and all it's contents from the game for new players.

Timed events are set to expire whether regardless of NGS so having to use triggers to go back to doing out of season EQs is natural. EQs were meant to be random to begin with. Some of these changes were specifically done to streamline the NA release.

Fundamentally, the game reverted to what it actually is without the shortcuts. A lot of these would happen if PSO2 gets put on the backburner regardless of NGS as well such as stopping the development of event EQs. Look up the end of the regional servers on what happens when active development stops. All the core content is still there, how we used to farm certain things still works as intended, you just don't have all the streamlining and have to deal with what Japan did for years.

It tells you a lot about people keep bringing up concerts. It also says a lot when people vehemently refuse to keep some 50GB of other files to play the game they love. PSO2 makes up 60GB or so and a good chunk of the added files are for costumes and cosmetics that work in PSO2.

I was more interested in Mission Pass for the unique cosmetics, but all they've done is bring back concerts for a limited time a few times.
Only seasonal event is PSO2 Story Clear Campaign every anniversary. Tickets and Select Tickets for the Scratches still running in the base game depending on your story progress. First two times they also gave away some weapon camos and emotes.

Timed events were generally repeated pretty often with minor changes, so no, it's not normal that they permanently expired with no stable repeating solution. The game was never meant to be left on the backburner, but it's own design. It was designed with seasonal and periodic events in mind.
