NO, not the actual program itself.
The developers however i've seen in the past have been interested in other language versions, so you'd be better off contacting them and maybe offer your services if interested in helping them get your language version released.

I was going to translate the program for myself. I am not a translator. Bakin is just a cool program. But it would be better in your native language. It would be great, I would buy a language pack in the form of DLC

Well your English seems a ton better than mine, and it seems you can understand what i am saying so if you asked the Devs for the English language filess, they might hand them over and then you can translate from English into your own language, share it as a DLC yourself then or sell onto Bakin Devs. It would be a shame to translate all that work for yourself and then NOT share with other people.
