will visitors show up even after incidents run out?
I want to play with a little challenge of not opening the library for normal visitors untill I open up all/most of the rooms (and therefore have plenty of books for visitors to read)

but

I was taking my sweet time slowly working on rooms and books I already found, crafting and gathering supplies, and just chilling

and suddenly got a reminder that numa visitors and affairs begin independant of wether I reply to the trust or not

this ended with me being inable to provide the visitor with a book
(if I understand correctly, numa visitors can't be invited for salons, so not having a writing case to record their address (that I wouldn't get anyways because I didn't have desired book) doesn't sadden my too much)

I got a lesson on language instead, so the visit wasn't a total dissappointment

but it got me wondering - if I open up a library sooner and manage to not be able to provide books, will I lock myself out of getting people's contacts and therefore being able to invite them to salons?

or will they keep coming even after the affairs will eventually run out to just read some random books?

If there are no active Incidents, or all possible Visitors for an Incident have already come to discuss it, then the game pulls a random visitor from the pool of all possible Visitors; I don't believe it's possible to stop getting Visitors, but it will become impossible to meet their book needs if you go on long enough.

do you know, if freshly written skill manuscripts count as a brand new books?
or once a visitor accepted a manuscript, a new manuscript for the same lesson will no longer count

Yes they do.
